A good camera for 12 year old

is this a good camera for me? Im 12 and Im starting to take an interest in photography. I like the styles of panning and bokeh and I was wondering if this would be a camera choice for me. Ive never had a camera (except my phone and a digital one that takes crappy pictures) before and I was wondering if this would be good to start out with. I dont want to spend like 500 bucks on a camera, my highest would be 250.
