How Camcorders Function

Can anyone explain how pre-record works on camcorders?
I’m looking at buying a camcorder and many of the ones i’ve seen offer a pre-record function where they supply film three seconds before you press the button. How does that work? Does it mean the camera is constantly recording, i’m not sure i like the sound of that!

The Pre-record feature places your camcorder in a stand-by “pre-roll” mode. When you press the shooting button while in Pre-record, the camera automatically records 3 seconds of the action which occurred prior to your pressing of the button. This capture will be recorded to whatever media the camera is set to use.
