Digital Camcorders Lowest Price

I need a waterproof, shock proof, sand proof, digital camcorder.?
I don’t need perfect video quality just something that I can upload to youtube to share with the family. I want to film at the beach so I would like sand protection, and in the water while surface diving with no gear so maybe three meters.
I would like to stay within a good comfortable student budget price range maybe 200 or lower is possible.
