what would this translate to in a Compact Zoom camera Ie is it 5 x 10 15 x I am new to this and its giving me a headache already

This lens is a decent optical performer, and in this respect alone performs above its price tag, it will also fit both full frame EOS cameras and the consumer line cameras (400, 450 40 50 etc) however the build quality isn’t great, nor would you expect it to be for this kind of cash.
There are a couple of things that would prevent it being used by more serious photographers:
The manual focus ring is absolutely tiny and difficult to use with any precision especially when zoomed to 200mm; If you use manual focus then look for another lens, this one isn’t for you.
The front filter ring rotates as the lens focuses, so if you intend to use either a polariser or grad filters then the lens could cause you a few problems.
This is an entry level lens, designed for occasional users. It’s a great lens for the money, so long as your expectations don’t exceed the price too much.
