digital camcorders?

i want to get a camcorder, but i need one where you would be able to edit like backgrounds and put music on it and plug it into the computer and put the video on. does anyone know a camera like this for under 300 dollars? whats the website? i was looking at this one, does anyone know if its any good? http://accessories.us.dell.com/sna/productdetail.aspx?c=us&l=en&cs=19&sku=A0597915

just buy a regular camera, and then purchase pinnacle studio, with that you can put the video into the pc and modify it there. Digital camcorders are not that good. too little memory and low quality.
